The Indonesian government intends to establish a group academy in every district of the country. In the formal system, TVET starts on the upper-secondary level and is obtainable by each secular vocational faculties and spiritual colleges . There are greater than 10,000 formal vocational secondary schools on the archipelago, mostly clustered on the populous islands of Java and Sumatra, about 70 % of them private.
